Scope of Agency’s work

Within the competences stipulated by the Energy law, the Agency defines the methodologies determining the regulatory allowed revenue and prices for the system operators and the market operator, adopts the rules on minimum quality of supply, general conditions for electricity supply, and a set of other acts defining the regulatory framework in the energy sector of Montenegro.

The Agency defines the status of privileged electricity producers, the status of a closed distribution system, issues licenses for carrying out energy activities, and keeps a register of issued licensees and a register of guaranties of origin.

The Agency gives consent to acts that shall be issued by energy undertakings in accordance with the law.

The Agency supervises the operation and functioning of energy undertakings and take appropriate measures within its competences.

The Agency prepares the Annual Report on the State of the Energy Sector of Montenegro, the Financial Report with the Report on work of the Agency, which it submits to the Parliament of Montenegro.

Within competences stipulated by the Law on Utilities, the Agency issues, modifies and revokes the licenses for carrying out regulated utility services; supervises the operation and functioning of the regulated utility service providers in respect of compliance with the conditions from issued licenses; conducts comparisons between operation and performance indicators of the regulated utility service providers based on prescribed indicators (benchmarking); adopts by-laws for the regulated utility services; gives consent to the proposal of prices for carrying out regulated utility services (utility service and utility product); prepares and submits to the Parliament of Montenegro the Annual Report on Regulated Utility Services by 31 June 31 of the current year for the previous year.
